Returning for his fifth year of study at the venerable Hogwarts School of Witchcraft and Wizardry, the ever-maturing Harry Potter is stunned to find that his warnings about the return of Lord Voldemort have been ignored. Harry wordt dit jaar opgehaald bij de Duffelingen door een groep tovenaars van de Orde van de Phoenix, opgericht door Perkamentus, welke proberen Voldemorts plannen te dwarsbomen. In het hoofdkwartier van de Orde blijkt al snel dat bijna niemand gelooft dat Voldemort is teruggekeerd. Harry heeft tegenwoordig vreemde dromen over Voldemort, die misschien wel eens echt zouden kunnen zijn... Uiteindelijk gaat Harry naar Zweinstein. Ook is er dit keer weer een nieuwe lerares verweer tegen de zwarte kunsten. Maar deze is vreselijk en leert de leerlingen helemaal niks. Hierdoor gaan Harry en zijn vrienden een geheim genootschap oprichten, Perkamentus' leger. Dit genootschap van leerlingen leert van Harry hoe ze zich moeten verdedigen. Aan het einde van het jaar krijgt Harry een droom over zijn peetvader, Sirius Zwarts, die wordt gemarteld door Voldemort.
